Update data.yaml (#121)

Notable changes:

Changed the 5 year ban on lobbying to compromised as it did not impact congressional officials (needs Congress to override or amend the Honest Leadership and Open Government Act of 2007).
Decreased repetition within promises
Marked Trump's promise to punish flag burners as broken as the Supreme Court has protected this as symbolic speech under the First Amendment (and thus a president cannot undo it).
