I was playing, I saw a texbox, and next to it, there's a button "Hail".

What does it mean?
If anyone takes this seriously, I've found a new job. (Miiverse story thing)

The term "hail" means to open up communication frequencies between two ships. It initially shows the recipient's name and ship. When you use it with an NPC ship, it also displays a short preset greeting. When you use it with another player, it's supposed to let you chat back and forth (which doesn't work too well).

Anyway, "hail" to put it into simple terms is a way to talk with another player. If you would like to use the hail function, click/tap the player you wish to talk to. Next, click/tap hail button. Then, click on the box next to it and type in your message. I think only they can see your message.

Because, if you "hail" someone, you signal them and begin a transmission, conversation, etc.

Rule of thumb that NPCs produce a set hail greeting, while real players don't. That and the NPCs never move.

If you hail a real player, they will see a greeting message along with your name and ship. So it can be like a "hi, from so-and-so", but that is the extent of what it does.

Hail is the only way by which to "contact" another ship; it is not a shortcut of any sort. It cannot be used to chat with other actual players. The latter is presumably an error in the game, justified by the nonfunctioning textbox right beside the Hail button and no other game mechanic requiring such a textbox.
